On 19 April 2025, Petroluxe Refinery hosted a small-scale commencement ceremony at its project site in Gebeng, Kuantan, marking the initiation of preliminary development works for its upcoming refinery facility.
The event was attended by representatives from China Construction Industrial & Energy Engineering Group Co. Ltd (CCIEE) and Petroluxe Refinery, symbolizing the strategic partnership between both entities. This collaboration underscores a shared commitment to advancing Malaysia’s downstream oil & gas sector through world-class engineering, construction, and energy solutions.
Although held modestly, the ceremony signified a major step forward in realizing the vision of establishing a fully integrated refinery and petrochemical hub along the East Coast of Malaysia. The gathering also served as a platform to strengthen bilateral cooperation, align on key project objectives, and set the foundation for smooth project execution in the months ahead.
Petroluxe Refinery will continue to provide updates as the project progresses, in line with its mission to contribute meaningfully to national energy infrastructure and economic development.

The signing ceremony was graciously witnessed by His Majesty the Yang di-Pertuan Agong, Al-Sultan Abdullah Ri’ayatuddin Al-Mustafa Billah Shah Ibni Al-Marhum Sultan Haji Ahmad Shah. Also present was YAB Pahang Chief Minister, Dato’ Sri Diraja Haji Wan Rosdy Wan Ismail, along with key leaders from both companies.
Pasdec Corporation Sdn. Bhd. is a subsidiary of Pasdec Holding Berhad, a publicly listed company on Bursa Malaysia that serves as an investment holding company. Through its subsidiaries, Pasdec is actively involved in property development, project management, and construction, playing a vital role in the economic development of Pahang.
Petroluxe Refinery has obtained preliminary approval from the Ministry of Investment, Trade, and Industry (MITI) and the Malaysian Investment Development Authority (MIDA) to establish an integrated oil refinery and petrochemical complex at the site. This investment, estimated at RM3 billion, is expected to positively impact the economic growth of Pahang, creating multiplier effects and sustainable high-income job opportunities for the local workforce.
As a major investor developing a high-capacity refinery on this land, Petroluxe Refinery aims to secure long-term operational stability by acquiring the land outright, rather than being limited by a short-term lease. This strategic land ownership ensures the continuous and sustainable operations of the refinery for years to come.
